Human Rights Guardians’ complain to the Special Rapporteur about extrajudicial killings
The deadly rockets in the massacre of the city of Ma’arrat al – Nou’man in the southern suburb of Idlib on 29th January 2019.
On 29th January 2019, 14 Syrian civilians, including women and children, were killed due to high-explosive rockets and artillery shells coming from Hama countryside. The “Dali” area, launched by the Syrian regime forces on the Ma’arrat al-Nou’man area, south of Idlib, 14 of civilians contacted Human Rights Guardians and asked us to send you a complaint letter of allegation to the Special Rapporteur for extrajudicial killings and to the Commission of Inquiry on Syria.
At 12:00 noon on Tuesday, 29 January, the Syrian regime launched a high explosive rockets and artillery shells at residential areas in Ma’arrat al-Nou’man in the southern outskirts of Idlib.
In the details, the forces of the regime launched 15 high-explosive rockets and artillery shells on different parts of the city, the most important was dropped in the center of the town, resulting 14 civilians casualties including 4 children, a midwife and 3 persons from outside the city .
In addition to thirty-five / 35 / wounded, including women, children and elders. The missiles also caused massive destruction in the main streets, commercial areas and some houses.
The bombing led to panic among civilians, forcing them to close their shops, markets .The civilians sought refuge in cellars and schoolchildren were also terrified in going to the cellars.
The bombing came after the local council and the Consultative Council issued an agreement last night to evacuate the city from all the military headquarters of the Sham Liberation Organization or the National Liberation Front. All the military headquarters were handed over to the free police inside the city and the civil facilities were handed over to the local council.
Sulaiman Issa, The executive director of Human Rights Guardians said that the firing of missiles in several batches involves the killing of a large number of civilians who were trying to help the injured and soon other shells fall on them. They were involved indirectly in the hostilities. As you know, all these persons supposed to be protected under the Common Article III of the Geneva Conventions.
Syrian authorities have violated one of the most important rules of International Human Rights Law which cannot be violated according to the article 4 of the International Covenant on Civil and Political Rights, which states that “No one shall be arbitrarily deprived of his life” even in exceptional emergency situations threatening the life of the nation .
On 31th January 2019, on behalf of the 14 victims’ relatives, HRG had submitted a complaint to the Special Rapporteur on extrajudicial or arbitrary executions, calling upon the Syrian authorities to stop their attacks on civilians and to open an immediate, transparent investigation in these cases, the officials would be brought to justice and punished.
