: The organization  targets

·Observing, monitoring and documenting human rights violations in Syria according to international standards.        · To spread the culture of human rights, transitional justice and the rule of law in defining them for the Syrian society.

        ·Participating to the transitional justice mechanisms in Syria.

Struggling impunity

by preparing accusing files against the human rights violations perpetrators

in Syria in initialization to present them in front of any courts that may hold trials in Syria in the upcoming time .         ·Establishing alliances with human rights organizations and activists to share experiences with greater effectiveness in advocacy campaigns for human rights issues.

        ·Sharing data and documentations with institutions dealing with justice and inquisition .

      ·To provide legal and moral support to victims of human rights violations.

    ·To deal with United Nations mechanisms.

   ·To provide a legal awareness of mines and war remains for  displaced and Syrian refugees in Syria and the refugee countries.


Phase 1: Training activists on interviewing techniques and how to complete the form of the concerned documentation

Phase II: The organization activist who is trained on having interviews search

 for survivors and the families of the victims and takes their informed consent

for the interview after presenting his/herself

, the organization he/she represents and the purpose of documentation

then he/she selects a meeting date at a time and place that suits the people

all this is happening in the following areas:

Al-Qamishli, Al-Hasaka, Idlib ,Idlib countryside , Aleppo countryside , Latakia rural areas, Hama countryside and Damascus rural areas .


Phase 3: Our activist explains to his/her interviewer guests the contents

of the documentation form, the nature of the taken information in having all informed approvals regarding the written information, audio recording

pictures and video.


After that

the activist asks survivors or the victims’ relatives and fills out the documentation form approved by the HRG and complied with international standards in redirecting them to the medical, psychological and social services centers if they need.After that, The documentations are sent via a secure electronic platform, especially to the headquarters of the organization.

Phase 4:  The documentation office at the headquarter of the organization receive the documents, then check them and try to complete the shortcomings with the activist and the provider of information. After that, sending the cases, approved by the people to be searched through the United Nations mechanisms to the translation office to translate the case, then it will be sent to the department to formulate a complaint in order to inform United Nations mechanisms.


Phase 5: All these cases

are kept in the organization’s data in two copies

an electronic copy and a paper one into a safe place

and another copy of the documents authenticated by the partners of the Syrian Center for Justice and Accountability in the United States of America in accordance with the principles of the custody chain.

Phase 6: Advocacy phase and reporting one .

Our programs

Enforced Disappearance and Missing people

The organization started its work on Enforced Disappearance project and managed in a short period of time to reach a high efficiency level were we managed to unveil the fate of several cases which were documented. A sum of 311 cases were sent to enforced disappearance team in cooperation with Al-karama organization. Worth mentioning that our organization has sent 250 complete cases of enforced disappearance to the enforced disappearance team, about 40% of all cases raised to the enforced disappearance team. Human Rights Guardians organization

 A nongovernmental nonprofit organization aims to monitor human rights violations in Syria and refuge countries, publish reports, participate in transitional justice and deal with the UN’s mechanisms. The organization works for a Syrian society ruled by justice and freedom


The organization was founded on July 1st 2014 in the city of Antakya / Turkey and an internal system was adopted on July 7th 2014. The organization started its work by establishing a field documentation team in Syria in the following provinces (Idlib country side – Homs country side – Hama country side – Idlib – Qamishly – Latakia country side) with two activists in every region
